Project overview
Between 2017 and 2019, Ukraine undertook a nationwide shift toward inclusive education by creating a network of Inclusive Resource Centers — a new public infrastructure designed to support children with special educational needs and their families. Our team played a direct role in shaping this transformation. We contributed to the establishment of the centers and the training of specialists who would work on the front lines of inclusion. This was not about introducing a program or a tool — it was about building human capacity inside the public system. The focus was early identification, professional assessment, and coordinated support. For the first time, families across the country gained access to local, qualified specialists who could help children receive the support they needed to learn and develop within mainstream education.
